Regionale is a biannual structural programme sponsored by the German state of North Rhine-Westphalia that chooses a different region within the state every two years and gives it an opportunity to present itself. The aim of the programme is to elaborate on the qualities and characteristics of the region chosen as a means of providing an impetus for future development.
In 2010, the Regionale will be held in the Cologne/Bonn region. It carries on a trend that began in 2000 with the Expo Initiative OstWestfalenLippe. This was followed by Euroga 2002plus in the Middle Lower Rhine region and on the Meuse River, and the Regionale on the left and right banks of the Ems River in Münsterland in 2004. In 2006, the Regionale visited the tri-city area of Remscheid, Solingen and Wuppertal in the Bergisches Land region. This year, the venue for EuRegionale 2008 is in the border region of Aachen, with Belgium and The Netherlands. The Regionale for 2013 will be held in the Southern Westphalia region, and in 2016 in Western Münsterland.
Regionale 2010 presents the chief opportunity for the Cologne/Bonn region to arrive at a common point of view, one that will last far beyond the year 2010, in regard to structurally relevant areas for development. More specifically, this process issues ‘from the region itself’. Hence, in 2010 there will be a ‘double’ expo for the region, an exposition presenting both the accomplishments to date and the prospects for the future ‘regional journey’. This point of view, this determination to shape the future of the region, is reflected locally in a clearly defined number of projects. These projects provide concrete examples that will make the Cologne/Bonn region legible ‘outside its own front door’, as it were.
The theme of the Regionale is ‘Shaping the Future, Together’: a process that demonstrates how a region can actively take its future into its own hands. An important principle for Regionale 2010 is not just to dare to do something new, but also to find innovation in placing the diversity that a location already enjoys in the proper light.
The nearly 60 projects for Regionale 2010 have one feature in common: they will further stabilise the advanced levels of co-operation between the cities of Cologne, Bonn and Leverkusen and the 50 communities in the Oberbergischer, the Rheinisch-Bergischer, the Rhein-Sieg and the Rhein-Erft districts, strengthening the ties among these municipalities in the process. Regionale 2010 is taking shape in several specific work areas - :stadt, :grün, :rhein, kulturelles erbe, :gärten der technik, :impulse für den standort (:city, :countryside, :rhine, cultural heritage, :gardens of technology, :inspirations for the business location).
The most visible signs of Regionale 2010 are the spatial development projects, in addition to the activities for basic co-operation and communication. The projects themselves are the source of their own lifespans – in terms of sustainability – within the framework of ‘rules of the game’ applicable to all. Competitions have a key role to play here: landscape-planning and urban-development competitions figured or will figure into nearly all of the spatial projects for Regionale 2010. These are based on the principle that there is never a single right way of shaping the future, but, rather, multiple ways. Only when a wealth of good ideas is brought together can the ‘best solution’ for a location come to light. This may be a broad way of going about it, but it does justice to the prominent venues of the individual projects and the high standards of quality involved.
As always, the basic criterion for evaluating project ideas as part of Regionale 2010 is the establishment of regional significance and a demonstration that a project is of particular structural relevance for the region. The best example of this approach can be seen in the ‘:city’ area. Here, from the outset the Cologne/Bonn area decided to confine itself to seven primary projects reflective of a representative cross-section of the situation in the 53 communities. A selection process such as this is made possible only if candidate projects emphasise their own regional significance and their contribution to structural policy for the future of the entire region. In the :countryside area, the focus is upon improving and protecting the diverse and unique cultural landscape of the region. The master plan in this area, ‘Masterplan :grün’, created the foundations and covers all of the projects in this category. In this regard, the Cologne/Bonn region is setting out along new paths, as a singular entity.
In 2010 and 2011, all of the projects will then flow into a comprehensive exhibition – a sort of ‘Rhenish World Exposition’.
2010 – at first the date sounds quite remote. Yet the Regionale is yesterday and tomorrow, and particularly today! 2010 is nothing more – but also nothing less – than the bull’s eye that demonstrates how people treat their region, and what they expect of it.
